What is an LSV (Low-Speed Vehicle)?
A Low-Speed Vehicle (LSV) is a four-wheeled vehicle with a top speed between 20 and 25 mph. Under federal law (49 CFR 571.500), LSVs are a distinct vehicle class that can be titled, registered, and driven on public roads with posted speed limits of 35 mph or less in most states. Golf carts that meet LSV specifications can be converted to street-legal LSVs with proper documentation.
Does this work in my state?
Yes. We are an NHTSA-registered Low-Speed Vehicle manufacturer with an assigned WMI (World Manufacturer Identifier) code. Our VIN numbers and Manufacturer's Certificates of Origin are recognized by DMVs in all 50 states. Each state has its own registration process, but our documents provide everything your DMV needs to issue a title.
What exactly do I receive?
You receive a complete document package shipped to your door:
- 17-digit VIN — unique to your vehicle, verified by NHTSA
- DOT compliance label — FMVSS 500 certification sticker
- Manufacturer's Certificate of Origin (MCO) — printed on official security paper
- Bill of Sale — legal transfer document
- Tire & Loading placard — required safety label
- Odometer Disclosure Statement — federal requirement for titling
What states require notarization?
The following states require the MCO to be notarized before the DMV will accept it:
- Arizona (AZ)
- Kentucky (KY)
- Louisiana (LA)
- Missouri (MO)
- North Carolina (NC)
- Ohio (OH)
- Oklahoma (OK)
- Pennsylvania (PA)
We handle notarization for customers in these states at no extra charge. It may add 1-2 business days to processing time.
Do I need an odometer on my golf cart?
Federal law requires an odometer disclosure statement for vehicle titling. If your golf cart does not have an odometer, we note 0 miles (or the current reading if it does have one) on the disclosure statement. Some states may require you to install an odometer for registration — check with your local DMV.
How long does the process take?
Most orders are processed within a few business days. Once your documents are generated, they're printed and shipped to you. If your state requires notarization, add 1-2 business days. Total time from order to documents in hand is typically under a week.
What do I do once I receive my documents?
Take your complete document package to your local DMV (or equivalent motor vehicle office). They'll use the MCO and other documents to issue a title in your name. You'll also receive a registration and license plates. Your golf cart is now a street-legal LSV.
What kind of golf carts qualify?
We can issue VINs for electric and gas-powered golf carts in 2, 4, and 6 passenger configurations. The golf cart must be capable of meeting LSV requirements — primarily a top speed between 20-25 mph. Most standard golf carts meet this requirement.
Is this legitimate / legal?
Absolutely. Unleashed EV is a registered Low-Speed Vehicle manufacturer with the National Highway Traffic Safety Administration (NHTSA). We have an assigned World Manufacturer Identifier (WMI) code and NCIC Make Code (UNLS). Every VIN we issue is verifiable through the NHTSA VIN decoder at vpic.nhtsa.dot.gov.
How do I pay?

Can I verify my VIN after I receive it?
Yes. Every VIN we issue can be verified through the official NHTSA VIN Decoder at vpic.nhtsa.dot.gov/decoder. It will show Unleashed EV as the manufacturer, along with your vehicle's specifications.
